Bihar Student Credit Card (BSCC) Scheme – Education Loan Facility at
MGM College, Patna
This is to inform all students of MGM College, Patna that the Government of Bihar is implementing
the Bihar Student Credit Card (BSCC) Scheme, an Education Loan Scheme introduced to provide
financial assistance to students who wish to pursue higher education but face financial constraints.
The scheme enables eligible students to obtain an education loan of up to
₹4,00,000 (Rupees Four Lakhs only) for pursuing approved general, technical, professional,
and vocational courses from recognized institutions within or outside Bihar.
As per the current provisions of the Government of Bihar, eligible students may avail this Education Loan at
Zero Interest Rate, subject to applicable rules, eligibility conditions, and government guidelines.
Objective of the Scheme
- To promote access to higher education among students of Bihar.
- To support financially weaker students through an institutional education loan system.
- To reduce financial barriers in pursuing professional and academic courses.

Eligibility Criteria
- The applicant must be a permanent resident of Bihar.
- The applicant must have passed Class 12th / Intermediate or equivalent examination from a recognized board.
- The applicant must have secured admission in a recognized institution or approved course.
- The loan shall be sanctioned only for recognized academic or professional programs.
- The student must agree to complete the course for which the loan is sanctioned.

- Receive appointment details from the District Registration and Counseling Center (DRCC).
- Visit the DRCC with self-attested documents for verification.
- After loan sanction, collect the Student Credit Card and sanction letter.
- Complete bank documentation for loan disbursement.
- Loan amount will be released as per bank and government procedures.
